New Promotion System for Andalusian Civil Servants

The Andalusian government is implementing a new system for civil servant promotions, replacing the previous model. This new system features an open and permanent competition, with yearly announcements and quarterly resolutions. Civil servants must have served two years in their current role to be eligible and will be required to stay in the new position for at least two years.

Key Features of the New System

  • Open and Permanent Competition: A single yearly call with at least a set number of positions offered.
  • Eligibility Requirements: Two years in current position, two-year minimum stay in new position before re-application.
  • Decentralized Management: Each ministry will manage its own processes.
  • Irrevocable Appointments: Positions are generally irrevocable to ensure team stability.

Additional Reforms

Along with the new promotion system, two intersectoral commissions will be established. One commission will focus on coordinating internal human resource management within the Andalusian administration, including improving training and staff qualification, while the second will focus on public employment policies across different Andalusian public administrations. These commissions aim to optimize the management of selection and promotion processes, ensure equal opportunities, and reduce temporary employment.
