Trump's Tariffs and EU Retaliation

Donald Trump's imposition of 20% import tariffs on the European Union, deemed "unilateral" by some governments, has prompted the EU to explore retaliatory measures.

Targeting Silicon Valley

France suggests targeting the US tech giants (GAFAM: Google, Amazon, Facebook, Apple, Microsoft) as a response. These companies' significant economic influence and their support for Trump's presidency are cited as reasons.

EU's Avenues for Retaliation

The EU is considering several approaches:

  • Expanding and increasing the existing Digital Services Tax (similar to the "Google tax") across member states.
  • Leveraging the Digital Services Act (DSA) and the Digital Markets Act (DMA) to impose fines and sanctions on US tech companies for non-compliance.
  • Restricting data transfer agreements with the US due to concerns about privacy and surveillance, thereby impacting the business operations of US tech giants.
  • As a last resort, implementing the Anti-Coercion Instrument, allowing for wide-ranging retaliatory measures, potentially including restrictions on digital services and investments.

Concerns and Uncertainties

While the EU holds powerful tools, some member states are hesitant to escalate the conflict. Concerns exist among European companies about potential negative repercussions. Ursula von der Leyen has urged negotiations with the US.
