Key Findings of the Peace Commission

The Presidential Commission for Peace and Understanding, established in June 2023, concluded its work in April 2025. Seven of the eight commissioners supported a 22-point proposal aimed at resolving the territorial conflict in the Bío Bío, La Araucanía, Los Ríos, and Los Lagos regions.

Key Objectives and Actions

The Commission's main objectives included advising the President on a long-term solution to the conflict and seeking a politically and socially viable path toward reconciliation between the state and the Mapuche people. Key actions undertaken involved holding 55 official sessions, 146 hearings, 11 intercultural dialogues, and 58 self-convened meetings across various municipalities. Over 5,165 people participated in the Commission's activities.

Proposal and Next Steps

While not achieving complete unanimity, the Commission's 22-point proposal includes mechanisms for reconciliation, land claims quantification, and strategies for territorial development. The proposal will be submitted to the President of the Republic, who will then have to implement these recommendations into concrete policies for the affected regions.

  • The commission's work focused on land and territories; justice; comprehensive victim reparation; territorial development; and institutionality.
  • Despite broad support, the lack of complete unanimity prevented the closure of the agreement before the stipulated deadline.
  • The proposal represents a significant step toward conflict resolution, however the implementation phase lies entirely on the president.
