The Extremadura regional government in Spain has implemented a new decree that allows public employees to request telework at any point in the year, marking a significant change from the previous annual application system.   • Flexibility: Employees can request telework at any time.
  • Duration: Telework assignments will last a minimum of three months and a maximum of one year, renewable for equal periods.
  • Frequency: Generally limited to two days a week, but expandable in exceptional cases (e.g., health reasons, emergencies, or childcare needs) to the full workweek.
  • Individual Agreements: Each employee will sign an individual telework agreement specifying days, hours, objectives, and tasks.
  • Technological Support: The administration will provide necessary training and technological resources.

The decree reflects a shift in perspective on telework, initially viewed mainly as a work-life balance tool. The COVID-19 pandemic and the ongoing digitalization of public services have broadened its role as a means of enhancing efficiency, sustainability, and risk prevention.

Extremadura first experimented with telework in 2012, transitioning to an annual application system in 2018. Currently, around 2,000 public employees utilize telework. The new decree aims to build upon this foundation, modernizing and expanding its reach within the public sector.
